UK Local Authorities Plan to Sell Off Community Hubs and Sports Centres to Balance Books

Based on a latest study of local authorities, UK councils are planning to sell community centers, athletic facilities, and shopping arcades as they rely on a fire sale of properties to stabilize finances.

Increasing Fiscal Pressures Prompt Asset Sales

The Key Cities Group for second-tier cities in the UK stated that six out of ten of councils are planning to sell assets to cover the escalating costs of adult and children’s social care.

Councils have in the past faced criticism for selling public land and open spaces to shore up their finances, but they contend they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

This coalition said that a high proportion of authorities attempting to raise money from a fire sale of holdings represented “a distinct shift from 2024, when the majority (six in ten) of municipal officials said they would focus on restructuring services and using financial reserves to weather growing fiscal pressures.”

Detailed Examples of Proposed Sales

One local authority in southeast England announced its property management strategy featured the sale of a retail complex in Rainham and a community venue in Rochester to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all generate rent for Medway council, will also be sold under the strategy.

Council Tax Rises and Broader Fiscal Pressures

The survey of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will have to raise local levies next April to cover the growing cost of essential services, increased rates of housing insecurity, and a persistent housing shortage.

Medway council explained it will proceed with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but certain measures require time to deliver both improved services and cost efficiency,” stated a council leader.

He added: “We face population challenges which will persist to add to the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Patterns and Projections

A survey of regional authorities this week further found council budgets being stretched by the growing number of children and older individuals needing special educational assistance.

A network of councils said that local shortfalls will reach £4.4bn a year by the end of the decade, as they grapple to cope with rising needs.

Ministers have put off planned reforms to the Send system until the coming year after a white paper setting out those reforms has been postponed.

Disadvantage and Funding Shortfalls

According to the most recent indices of deprivation (IMD) covering English councils, several key cities members were among the most disadvantaged in the country.

  • “Member cities like several major towns place in the top 30 nationally under the latest deprivation indices,” noted the report.

“While only one key city is in the top 10 for deprived neighbourhoods nationally, cities are far more likely to be in the worst-off 20% of England. The figures highlights the scale of challenges confronting municipal officials across major urban centers in the next twelve months,” the analysis concluded.

“Council officials have been explicit about the need for a equitable and lasting financial structure that accounts for and responds to the actual extent of disadvantage and demand,” said a council leader.

“Lacking this, councils will continue to face difficult decisions around which essential services to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of councils have reduced or weakened care services in the past 12 months, the survey revealed.
