A Warning to Keir Starmer drawn from His Own History: Without Boldness on Britain's EU Exit and the EU, His Labour Rivals Might Be.

Back in 2018, it took just a short phrase to ignite the party's annual gathering demonstrating the party was becoming disillusioned with its then leader. Although not exactly stirring rhetoric, the phrase were greeted with wild cheering as delegates rose in an impromptu ovation.

When the noise subsided, the then-Brexit spokesman, stood at the podium, visibly startled. He was unaccustomed to his speeches producing such a reaction. All he had said was: "We are not excluding remain as an option". But context is everything.

During that darkly divisive time of 2018, straying from the prepared script in this way was inevitably viewed as issuing a challenge to Jeremy Corbyn, who sought to prioritize Brexit voters in key constituencies over the pro-European instincts of his party. In just one speech, this grey-suited shadow Brexit secretary underwent a transformation – if only for a while – into a risk-taker who championed most Labour MPs, members and voters against the leadership he later succeeded.

The Evolution in Position and Settled Issues

Since then, the landscape has shifted, especially for Starmer himself. An early move upon assuming leadership from Corbyn in 2020 was declaring the Brexit issue was resolved by the previous year’s general election. During the most recent campaign, he repeatedly emphasised unbreakable pledge commitments that ruled out rejoining the European Union or its core structures.

Similar to Corbyn, the PM's approach has been to pursue Brexit-y voters in key seats, despite polling evidence indicates many of them have died or changed their minds.

Pressure Building on Europe

However, the tables have turned and Starmer is now to be an embattled party leader. And, if Europe may not be the boiling pot in UK politics, a lid which was tightly sealed since Brexit is beginning to rattle once more.

Both Starmer and Rachel Reeves have intensified the rhetoric about the devastation caused by Brexit has inflicted on Britain's economic standing. It’s a useful stick to criticize the Reform UK leader, who now rarely mentions how leaving the EU was his primary goal and remains his only real achievement.

Nevertheless, the extent of the economic harm, reportedly has left Britain with an economy that is between 6% and 8% smaller compared to EU membership, towers over the micro-mitigation so far offered by the government. The PM's much-touted re-set deal agreed with Brussels in 2024 provides gains quantified in fractions of a percent.

Cabinet Divergence and Ambitious Proposals

The chancellor is among those trying to overcome entrenched interior ministry opposition to an expansive version designed to boost growth youth mobility scheme by which young people can move between the UK and the EU for work or study.

The deputy prime minister has pondered publicly about the clear advantages of joining an EU customs pact, as several Labour backbenchers, including the chair of the powerful finance committee, recently voted for an opposition proposal on joining one.

Although the Europe minister, who oversees UK-EU relations, now present at all cabinet sessions, insists the red lines remain unchanged, there are ways to work around them. A proposal would be to declaring the commencement of talks immediately on a much bolder deal, to be featured in the next manifesto, to be enacted only after securing a fresh mandate.

Starmer's Fundamental Scepticism

Yet, Starmer has most recently pouring cold water on the idea cautioning that rejoining a European customs area would “unravel” the trade pacts with America, which he regards as signature achievements of his government.

It is understood that Starmer's doubts go still deeper, stemming from three further factors.

  1. Firstly, he believes a customs pact is now significantly more difficult as ministers are busily de-aligning from EU regulations in numerous policy areas, including the environment.
  2. Secondly, the prohibitive cost demanded from Britain to join the EU’s new defence fund and the subsequent collapse in talks has led UK negotiators that European nations have little interest in offering favorable terms with Britain than in demonstrating that leaving the EU was a mistake.
  3. Thirdly, America's latest security doctrine, praised by the Kremlin, is seen by key advisors in Number 10 as a reason for the UK to keep its distance from Europe.

An Alarming Strategy and Geopolitical Calculations

This bizarre and terrifying document claims Europe faces cultural extinction because of immigration. It contains a single mention of the UK, found on a suggestion that the US government will intervene in British politics to foster the rise of nationalist movements.

But, far from deciding that this renders America an undependable ally, the government reportedly fear that deeper EU integration would destabilise geopolitics further by endangering precarious American backing for Ukraine, Nato and much more besides.

Leadership Speculation & The Echo from the Past

All of which brings us back to 2018. The PM has consistently stated his speech was not an attempt to become leader but simply an attempt to preserve the possibility of remain being on the ballot paper. Indeed, in those days, Starmer still favoured a tailored trade agreement of the kind he currently seems to reject.

Observers within the Prime Minister's office have noticed that the Health Secretary, widely considered would be a candidate for the leadership, is among a clutch of senior ministers signaling they desire greater ambition on Europe.

Aides to the Deputy Prime Minister, another probable runner in a future race for the top job, maintain she refuses to comment on her position on a customs union because it would only “escalate unhelpful speculation”.

The Obvious Risk and A Prudent Reminder

The risk is clear. If Starmer rules out more meaningful steps towards a close relationship, he cedes ground to occupy the space where the overwhelming majority of the party's supporters reside.

It would be wise of him to recall the impact that a short phrase had for him seven years ago. Potential pathways for a big offer on Europe that the prime minister ought to consider; he should prise them open personally, before someone else adopt them as their own.
